Founder and CEO
Freeman Outreach Center was founded in 1999 by Ms. Candis Freeman. Ms. Freeman is a graduate of the University of Tennessee at Martin with a degree in criminal justice and is currently pursuing a master’s in social work at Tennessee State University. Freeman Outreach Center was founded in 1999 by Ms. Candis Freeman. Ms. Freeman is a graduate of the University of Tennessee at Martin with a degree in criminal justice and is currently pursuing a master’s in social work at Tennessee State University. Ms. Freeman has served on the Memphis/Shelby County Juvenile Court Juvenile Detention Alternative Initiative Governing Committee (JDAI) and is the former chair of the Alternatives to Detention committee. She also served as chair of the Shelby County Government Juvenile Justice Consortium that advocates for the fair administration of justice for juveniles. In addition, she is a Rule 31 Listed General Civil/Family Mediator, a court appointed mediator for the United States District Court for the Western District of Tennessee, and a court appointed mediator for Shelby County Juvenile Court.
Community Partners
Freeman Outreach Center has a vested interest in the community and has forged partnerships with several organizations to allow for expanded resources in order to meet the continual changes and needs of families.
