About Us

Our History

Freeman Outreach Center is a non-profit organization founded in 1999 by Ms. Candis Saulsberry. After seeing how many of our youth are committing more and more crimes, she wanted to make a difference. Her deepest concern for today’s youth is based upon Hebrews 12:15, “see to it that no one misses the grace of God and that no bitter root grows up to defile many.”  Candis Saulsberry  is a graduate of the University of Tennessee at Martin and  a senior administrative professional with over 15 years’ experience. Ms. Saulsberry currently serves on the Juvenile Detention Alternative Initiative Governing Committee and chairs the Alternatives to Detention committee which is working to create a continuum of alternatives to detention programs in Shelby County for justice involved youth. She also served as chair of the Shelby County Government Juvenile Justice Consortium that advocates for the fair administration of justice for juveniles. In addition, she is a Rule 31 Family Law Mediator, a member of the Memphis Bar Association, and a State of Tennessee Notary Public. As a servant leader, her community involvement includes:

Ÿ Tennessee Commission on Children and Youth Council

Ÿ Memphis/Shelby County Juvenile Court Cease Fire Program

Ÿ Catering 2 Kids Summer Feeding Program providing breakfast and lunch meals to children 18 yrs. old and younger to fight child hunger in Shelby County

Ÿ Partnered with the City of Memphis Office of Youth Services and provided summer jobs for youth

Ÿ Partnered with Shelby County Sheriff’s Crime Prevention Bureau organizing speaking engagements with discussions on drug awareness, choices we make, gangs, and bullying

Ÿ Partnered with TN Achieve to offer community service opportunities which helped 24 youth obtain scholarships to attend college for 2 yrs. free in Tennessee

Ms. Saulsberry is a committed team member who is reliable and has built confidence and trust at all levels with professionalism.
