About Us

Our History

  

Freeman Outreach Center is a non-profit organization founded in 1999. After seeing how many of our youth are committing more and more crimes, we wanted to make a difference. Our deepest concern for today’s youth is based upon Hebrews 12:15, “see to it that no one misses the grace of God and that no bitter root grows up to defile many.”  Ms. Candis Freeman serves as the Executive Director and is a graduate of the University of Tennessee at Martin and  a senior administrative professional with over 15 years’ experience. Ms. Freeman is the former chair of the Juvenile Detention Alternative Initiative (JDAI) which works to create a continuum of alternatives to detention programs in Shelby County for justice involved youth. She also served as chair of the Shelby County Government Juvenile Justice Consortium which advocates for the fair administration of justice for juveniles. In addition, she is a Tennessee Supreme Court Rule 31 Listed General Civil and Family Mediator, a member of the Memphis Bar Association, American Bar Association, and a State of Tennessee Notary Public. As a servant leader, her community involvement includes:

Tennessee Commission on Children and Youth Council 

Memphis/Shelby County Juvenile Court Cease Fire Program

 Catering 2 Kids Summer Feeding Program  

Partnered with the City of Memphis Office of Youth Services and provided summer jobs for youth 

Partnered with Shelby County Sheriff’s Crime Prevention Bureau organizing speaking engagements with discussions on drug awareness, choices we make, gangs, and bullying 

Partnered with TN Achieve to offer community service opportunities which helped 24 youth obtain scholarships to attend college for 2 yrs. free in Tennessee

Ms. Freeman is a committed team member who is reliable and has built confidence and trust at all levels with professionalism. 

Our Mission

  

Our mission is to help build stronger families by empowering them to effectively deal with behavioral, social, and emotional needs. Our comprehensive programs focus on meeting the foundational needs of the family which will strengthen the family unit as a whole and enhance lives. We are passionate about empowering families to become stronger. We hope to enhance practices that will provide optimal growth and development for parents and children.  Our target population are youth ages 12-18 who have demonstrated interest in the program and/or have behavioral problems in school, at home, or in the community
